It highlights how the project validated raft-based production systems, demonstrated commercial product quality, attracted significant co-investment and established a foundation for a potential new aquaculture industry in northern Australia. While commercial operations ceased due to a lack of follow-on investment, the assessment captures the enduring technical, workforce and industry development legacy, and identifies future research and investment pathways required to realise the industry’s long-term potential.

Pioneering Tropical Rock Lobster raft grow-out for Northern Australia
The Pioneering tropical rock lobster raft grow-out for northern Australia project sought to establish the foundations for a new high-value aquaculture industry based on tropical rock lobster (Panulirus ornatus). Building on advances in hatchery and nursery technologies, the project focused on developing and validating raft-based grow-out systems through onshore trials at the Toomulla Aquaculture Facility in north Queensland. The research addressed key technical and commercial challenges associated with tropical rock lobster production, including environmental conditions, raft design, biosecurity, feeding strategies, growth performance and market acceptance. The project successfully demonstrated the grow-out of hatchery-produced juvenile lobsters to commercial harvest size and confirmed strong market acceptance of the premium product through industry taste-testing and evaluation. The project also delivered business models and production data to inform future investment decisions and industry development. While commercial operations ceased in 2025 due to an inability to secure the additional capital required to scale and stabilise production, the project achieved a world-first demonstration of tropical rock lobster aquaculture technologies and significantly advanced knowledge of commercial production systems. The findings, infrastructure and skilled workforce developed through the project provide a valuable foundation for future investment and potential industry growth across northern Australia.
